Damn right - I've just been up to Bob Jackson to order 10 frames for Brick Lane Bikes and they looked so good with a Quill that I think we are getting 10, 1" threaded frames - maybe a few A head, but they just not in keeping + for a shop that sells to people who don't always know the ins and outs of the tech behind stems and headsets they sell much better, becuase people love that classic look.

I recently found an old bike in a skip, it was a mess, the rear wheel was destroyed and the bike looked like it had been hand painted etc, so i brought it home, stripped it down and decided what parts to keep. now im left with a frame, some bullhorn bars, cranks and a damaged san marco rolls seat.
im starting my new job soon so i will have a steady income, i really want to build a bike up using what ive found and then new parts i have researched. i have already de-greased, cleaned and started to sand the frame down and i am going to go for a white paint job on the frame, maybe forks, rims and seat, with the detailing on the frame being black.
Building the bike aside i also want to buy a cheap bike to get used to fixed wheel, i am going to spend all of my first pay on a bike and i originally wanted a chrage plug but i am now thinking of a fuji track bike, i just wanted to get everyones opinions on cheap fixed wheel bikes and whats best for around £300-£400 and maybe a little bit more.

oh and i dont know what make the frame is and its doing my head in, so when i finally take a picture of the frame everyone can guess what it is for me.

Charge Plug are over-rated Hipstermobiles. Fuji Track's are excellent value tho you may want to add a front brake if you're new to fixed or my personal favourite the Kona Paddy Wagon.
Are there any markings on the bottom bracket shell? -

I guess it's a matter of semantics as to whether the stem I suggested was a two part quill or a non-standard ahead stem with a non-standard square section adaptor, I just think it's a pretty stem. It would have to be used with a threaded, not a threadless headset. Bicycle Fibre, if your looking for a 1" threadless (i.e. ahead type headset) Chris King definitely still do them and Miche do a really pretty (and good quality) 1" threadless headset in their Primato track groupset, FSA and M Part still make entirely serviceable if not particularly desirable 1" threadless headsets. If you were looking for a threaded 1" headest again Chris King still make them as do Stronglight and I think FSA do to. Alternatively you might be able to track down a NOS Miche Primato or Mavic 1" threaded headset.
A shorter stem will bring the bars closer to you, I'd say the type of bars and the rise of the stem will have more of an effect on how upright you are. A really pretty bike is very nice and sets the heart all a flutter but more important than this is that the bike fits you well and you're comfortable on it. I’d suggest you really need to be picking a bar and stem to match your own physiognomy and the posture you want to be in on the bike and then find items that are pretty as well, not the other way round. What kind of bars do you want, drops, bullhorn, moustache, flat, risers? Different bars will require a different length stem, moustache bars project much further forward that drops for example so require a shorter stem, but your own physiognomy will play a part to. For example compared to the “average” person I have a long body for my height and shorter legs, so on stock bikes always end up fitting a longer stem than that fitted to get the right position, so it’s not just a matter of fitting a shorter stem to get a more upright postion, sorry!
Have you agreed on a frame geometry with Mercian? If they haven’t started building your frame yet talk to THEM about this. Surely the whole point of buying a custom frame is that you get something built to fit you, but to get this absolutely right you need to vector in things like stack height of your headset and stem length. So for example if you do like the Nitto stem but it’s shorter than would be ideal as long as you let Mercian know you want to use it before they start building your frame you can discuss with them lengthening the top tube, they’ll let you know if this is a reasonable thing to do or will mess with the handling of the frame.
At the end of the day it’s your bike and it’s got to be about building something that pleases you but I’d echo those who have asked if you’re getting Mercian to build you a frame why aren’t you going with lugs, it’s what they’re best known for and I’d suggest best at. If a fillet brazed lugless frame is what you want have you considered among others Chas Roberts or Solitude Cycles. I’m not knocking Mercian but just as Mercian excel at building beautiful lugged frames Roberts are known to excel at building fillet brazed lugless frames, the reason for suggesting Solitude is that they specialise in single speed/fixed bikes and have produced some really elegant one-off designs. This isn’t an attempt to tell you what to do just offering some suggestions you may not have otherwise considered, whatever you do enjoy it, that’s what’s most important.
