Wonderful. Each bike has to be licensed and road tested. Police will be able to stop and search for certificates. Each rider will have to be tested and licensed and no doubt will be subject to continuing education. Learner riders will have to ride second seat on tandems. Children will only be able to ride if wrapped in bubblewrap. Nonce checking for those riding smaller frames. DNA testing for BMX riders. Brompton Riders will be placed on the Sexual Offenders Register.
Come to think of it, that last point does make sense.
