if you give it to Argos Cycles (bristol) they'll do whatever you want with it, and do a good job. They are not cheap though. Mercian and Bob Jackson also take on renovations.
I'd have it stripped, primed and enameled. Maybe get the headtube in a second colour? Those lugs are very ornate as they are.
