It's hard to advise without seeing someone on a bike, but I'm 6'1" and usually ride a 58 cm (centre-to-centre) frame with a 57 or 57.5 cm top tube. I do, however, have long arms and legs which means I go up a size or so to accomodate.
There are no hard and fast rules but smaller frames have shorter top tubes which, if you are tall, can leave you all hunched up and looking like a frog on a matchbox. This is not a good look.
