Not wanting to give you advice as you will know your situation far better than I, but it seems that you have most of the build already. Frame, wheels, crankset, bars. You just need seat, post, pedals and brake. Why not just ask around on the forum for the last few bits and finish the build.

Yeah, I already have a saddle, seatpost, pedals, brake levers and a campag brakeset for it (that I'll swap onto my road bike if I have to) would just need a chain and some bar tape to finish it.
The bigger issues are that I can't afford to insure it, and I'm moving to London in October and finding a place that will let me keep 3 bikes in the hall is going to be tricky. Plus I'm scared to death of the idea of leaving it locked up in London out of sight. In short I like the frame too much to ever be able to sensibly use it :( I want to keep it so badly though.

Big mistake.
I thought you were selling it to pay for an operation or something serious.
The problems you mention are surmountable, with a bit of space management and common-sense.I live in a shoebox but still manage to store five bikes.

London's not that bad, loads of advice on here about keeping your bike safe, loads of people who'll help you and ride with you and pry into your personal life as they do so.

keep it and work out the solution later, don't be so worried about leaving it locked up, it surprising the value of some of the bikes people leave outside.
And there will be so many occasions to ride it and keep it in sight

Depending on what insurance you go for it doesn't have to cost that much. LCC do it for about 10% of it's value per year. For such a nice bike it's a shame. You could still use it for times you know you'll be with it the whole time before you've got it insured.

Buy a hack that you can leave locked up outside work all day and won't worry too much if it gets nicked. Keep the Bob Jackson and have that for best.

I lock my bikes when they are in the house.
If I am going to have leave my bike in the street for a long time unattended I ride my junk-bike.
Take my good bike out for social rides and nice things.
I own several good strong locks.
Insurance isn't a necessity. -

seriously, just get a couple of locks and you'll be fine. It'd be such a shame to not finish an awesome build because you were scared to loose it. it's like that bit in home alone 2 when he talks about the roller blades he got for Christmas.

A genuinely heartbreaking sale for me, as I’ve spent most of this year waiting to be able to afford/have space to build this up, but it’s not going to happen now, and I can’t bare to have this stuff sat around doing nothing anymore, so:
Bob Jackson Vigorelli:
Comes with a brand new 1" campagnolo record headset fitted.
Fixed/free wheelset:
Ambrosio hubs laced to Ambrosio rims (decals taken off). Specialized inner tubes, newish gatorskins, 18t fixed sprocket and lockring, 18t freewheel. Bought from pj earlier in the summer, but never yet been used by me. £100.

To suit the stem above (26.4mm clamp). 38cms wide. A tiny bit scratched near the clamp from where I tried them with the stem. £6
Photos of the above on request, but they are all fairly standard looking things. All items located in Oxford at the moment, but I'll be in London on Saturday, and can bring things with me on the train if anyone wants them.
