I know you would assume they are craftspeople and take pride in their work, but if you paid top $s for it, make sure you get what you want / expected.
BTW - does a seatpost fit correctly? have the bottom bracket and head-tube been faced? -

i plan to build it up myself, ive ridden fixed for a couple of years. probably one of the few in edinburgh. i came in to a bit of unexpected cash so i got measured up for a frame and ordered it

i just cant imagine what they might say to me. and if i have to send it back what a fucking hassle. but as you said i have payed top dollar, so i should be happy with my purchase and at the moment i am not completely.

Call them!
Grant and co are really nice, honest people. Some places might try and screw you over, but Mercian haven't been around for as long as they have passing off shoddy workmanship and being dismissive of feedback from their customers. Perhaps the metal rattle is something that's only become apparent since you picked up the frame - you never know.
But yes, call.

An old cycling enthusiast who's best years are now behind him has given me his Mercian Vincitore track frame and like Gavins, there's a strange rattling in the top tube. I'm stumped as to what it is.

you'd be surprised on how loud they can be. or maybe one of the pins used to attached the lugs to the tubing has rusted and broken off inside the tubing or loose brazing.

hmm would be surprised if it's rust, it's only ever been used on a track a handful of times, never seen road or rain. It's been kept in wrapping for years in a loft. It's got a 531 respray sticker on it so i'll take your word about the sand

I'm pretty sure I have a small piece of braze in my forks that rattles around and annoys the hell out of me
you think i should call them and say what ive said here? its just being professionals i cant imagine them sending a frame of that in there minds is not up to scratch.
