My point was - why should male titillation be the obvious reason?
To my mind the most obvious reason was that, out of all the athletes who posed for the photographer, only Pendleton and Hoy won gold. Hoy's already an MBE, so Pendleton is more intriguing. Plus between the photo of Hoy and the one of Pendleton, the one of Pendleton would work better for the cover because of the composition - the one of Hoy would have been quite difficult to get to look right on the page, I think, because his pose is so stretched out.
Just to make this explicitly clear - I don't think BJP have done anything wrong because I don't think they put Pendleton on the cover thinking that sex would sell - I think they put her on the cover because she's a young gold medallist and it was the best of the photos they had to choose from.
Anyway, to answer your specific question - I wrote my post before I saw Emilia had posted, so was responding to both Ed and Multi.
And for the record, I don't think all men on this forum have an adolescent attitude to women, but I think a small subset of us do and are very vocal about it, and it's frankly embarrassing.
