living in Japan, so not too far away, i might be able to give some insite into the kinds of bikes people ride in Asia.
95% of all bikes are singlespeed beasts, which get cycled about 5/10 minutes to the nearest train station.
a city in Asia based on cycling would be awesome, but most people just arnt into it. many people work from 8am - 8pm, and they are so tired, the last thing they wanna do is cycle far.
it also rains as much, if not more than England.
the idea sounds awesome though, good luck!
