I think I might start a clothing brand called 'Deaf Cyclist' I like the sound of it.
To be honest I don't think any kind of clothing worn will warn people that you are deaf. Even a long message explaining it, I can see being worn by someone trying to be cool.
I think you would be better off having some kind of sign on the actual bike, though I' sure it would be hard to see.

The only way I think you can get this taken seriously (and this is only my opinion) is if you put this on a tabard/vest (possibly even fluoro, controversial eh). Otherwise it does run the risk of being regarded as a fashion stunt.
Plenty of horseriders wear tabards saying 'please pass slow and wide' which are generally effective (I know this, I've ridden since I was 4). Something like 'I am a deaf cyclist (hearing aid sign), please be aware/etc'. Apologies if that sounds in any way patronising but I think if you're serious about doing it, the most effective way is by wearing something that is a bit more officious.

You can buy reflective screen printing ink, so once you know what you want on the top you could print it with this, not 100% where you can buy it, there is a screen printers called BEP that do it.

I don't think people will take much notice of what is written on the back (sadly) unless they have an inclination to bags and brands. the logo needs to be recognised (such as the no smoking, give way etc) it needs to be a standard.
It's a good start though. can you not get reflective tape Ed?
