why would anyone want to fork out £140 painting a frame bought for under £100?

Better to buy a £240 frame surely or live with the industrial look of the powdercoat.

Personally Id rather ride a Raw frame and have £140 to put towards something important like a chainset then a poncy paint job.

Because just about every classic frame owned by anyone (except maybe the clapped out Keirin frames) cost less than £100. You can even pick up BJ's and holdsworths for <£100. just because they're cheap, it doesn't mean that they are disposable.
