A foot down on the flat is exactly that a foot down so you should tap out in my opinion.

i had a good conversation with james regarding your moving tracy mallet bill, the conclusion i came to was that the head is too small but the shaft is just right, james disagreed he likes a small head on a short shaft, incase you wondered.
Yeah, I was experimenting - that was the second mallet I made. I don't like it, but if James does, that's cool - god knows he likes to have a moan about most things...

Yeah, I agree, but then I was thinking about the times when I had my foot on something other than the pedal (like Dale's chainstay, for instance) and it wasn't a tap-out...

I disagree. Foot on the step is like putting your foot against the wall in a corner which is legal.
Saying that, I've both used the step in that way and not tapped out, and I've caught myself from falling over by stepping on the step and did tap out...
