this is all very suspect..
"the issue" being what? that people share the road less in a multi cultural society?
it certainly seems that way.
unfortunately, it IS racist, and everyone IS just as bad! as anyone who's cycled in the rest of the UK will attest.
In the main, drivers treat us like shit everywhere, windsor to westminster, marlow to monmouthshire and fucking brixton to fucking belgravia.
don't try to defend it, it's a poorly written piece with (at worst) biggoted views and (at best) a clueless approach to a non-existant issue.
