anyone who thinks of London in 'tube zones' quite misguided and i would assume not really from London.
Like central London, Londons borders are not exactly 'clear'. You could define central London a number of ways : by the C-charge area, if a phone number starts with '0207', if the area is in 'zone 1', or whether the particular area is densely populated, distance from Charing Cross, etc.
I would say that anyone in the M25 is in London. In the outer parts, this will include postcodes that do not start with N,NW,W,SW,SE,E.
