I reckon 105 brakes are overkill on a fuji track. The quality of the other components isn't that high (i own one and really enjoy riding it, btw), so i reckon you could stick with tiagra and it wouldn't be a tragedy - and you'd save a few quid.
I think fuji's are made in taiwan (as are most mass-production bikes).
If you're that concerned about the hills, and only want one bike, then [sacrilege] have you thought about getting one with gears?
