False imprisonment if you restrain them possibly? I'm no expert... let's ask our resident bobby, stevo_com? What DO we do if we see someone we think we could detain for arrest? Or Citizens' arrest (I think that's gotta be a myth... after all this aint a republic, we're not citizens, we're subjects blah blah)
Seriously though. What can you or can't you do to scum like this, if you want to go the legal route? I know what I'd WANT to do mind...
