My bike's left in an underground car park with swipe card access and security patrols hourly and I still lock it like it was on Brick Lane under a neon flashing sign saying "steal me". Mini NY Faghedablahblah and Mini Evolution*. Assume the worst then overcompensate.
The 10% rule on locks vs bike cost is a very sensible one i think.
