just google metal flake paint, most big places like house of kolor etc do them. usually in small pots, and can actually get different colour flakes or even a rainbow flake :O, but it will need quite a few coats of clear. OR as you mentioned could spray-can a frame yourself and while the paint is still tacky just poor glitter over it. then do a few coats of clear, letting completely dry and fine sanding between coats.
