I think the points should be:
- London doesn't care about bikes
- Police don't take bike theft seriously
- Bicycles are some people's only affordable way to travel around this city
- Bicyclists deserve support
- Criminal damage of personal property will not be tolerated
- Businesses who don't support bicycling shouldn't be given custom
- Mean people suck.
- (may I throw in) Brick Lane should only be for cycling and pedestrians
- The cops know that bike theft and stolen bike sales are in the open on Brick Lane and do nothing.
- Everyone loves a bit of arrospok

Devil's advocate here but let's keep the list concise and think about it as people who don't really care that much about bikes or people who are into them because they're the people we're trying to target. Talk to a keen cyclist about any of the points above and they'll probably agree on all but their opinion doesn't really matter if we're going to get wider interest:

The issues could be:
- If the police don't have the time or resources to take bicycle theft seriously then isn't this sending out the message to thieves that their unacceptable, criminal, behaviour is totally acceptable. What sort of example is this to set and how does it impact on the community at large? Also consider that much petty theft is often closely connected with supporting drug addiction and abuse; again a bigger community issue that the police seem unconcerned about by their lack of action.
- Criminal damage and vandalism will not be tolerated. On xx/xx/2008 a bicycle was vandalised when chained up outside No. 6 Woodseer St. E1, if this can happen to a bicycle it can happen to a car, a property, anything of yours that you've probably worked hard for that can be attacked by selfish yobs. Although the police are now investigating this incident without an arrest this still sends out the message that mindless vandalism is acceptable. It is not.
- Cycling is a valuable way of making sure that London's busy streets are less congested, making them safer and cleaner. Cycling locally also means that fewer cars are parked in the streets on which we live and work, creating more room for everyone. Cycling to work is not only healthy and economical it cuts down on the burden on public transport; plus if you're fed up with smelly, noisy, buses and packed underground stations and trains then try cycling instead - you'll feel the benefits in no time.
The above is probably still too long and covers a range of separate issues but it would have the double effect of being a positive endorsement of cycling and it would shit-up window vandal man. If we can't burn the witch we can at least singe him a little.

Pisses me off when cars hare down Brick Lane at ridiculous speeds. That is an accident waiting to happen. I agree with the passive not the agressive in this case but my friend had something similar and sat outside until the police turned up. He has had to buy a new back wheel himself but is going to be forwarding the cost to the guy and the police are aware of the situation. At least he may be made to pay. I quite like the idea of the suicide bike and filming him and then having a dirty protest.

I think perhaps a few short & concise slogans for signs are in need. One statement, a few words, saying why we're there.wYs = RIGHT ON! but maybe something funny, sarcastic, ironic, so it will stay longer.
