Spotted a bloke with ulrta-ultra-ulrta narrow flat bars going south at the bottom of Grays Inn Road, I mean really really narrow, less than a grips width each side. He seemed perfectly cool with it s he sped along.
This kind of thing - bar was no wider than the space between the red lines - (ignore the random internet bike picture, just for illustration):
