Cycling/under shorts and a nice pair of heavyweight woolen suit trouses work a treat. I just roll the legs up whilst cycling. T-shirt to cycle in and a shirt in my bag to change into - No toliet cubicle needed if you don't mind being topless in public (certainly not a concern I've ever pandered too)
Keeps my very corporate workplace nice and happy and minimises changing time.
