Yes not everyone changes them. If he is doing all that then £160 doesn’t seem that expensive tbh. I paid £120ish a couple of years ago for new soles and welts for a pair of trickers. Used these guys; they were very good. https://shoehealer.co.uk/

Def includes new vibram soles, didn't get into detail re cork footbeds or welts, but certainly presented as the final price. Do you mean might he be reusing footbeds/welts?
