Or they could try to change the narrative on migration. All developed western countries have a demographic problem. We need younger workers coming in. The UK is lucky, as opposed to say Japan, in that we are a desirable country which people want to live and work in. It could be spun as such a positive. Higher tax revenue, more public spending, better services etc.

Well, they could certainly make deals with France yes, e.g. build a processing centre there like the French offered to the Tories. They could also work with some of the countries where large numbers of immigrants are coming from, obviously not those that are war-torn etc.
