Well no. Italy actually seems to have made progress on stopping the number of crossings attempted by making deals and investments with/in north African coastal countries.

We could make deals with France to build wells and schools there and maybe donate some
tents and blankets.

Well, they could certainly make deals with France yes, e.g. build a processing centre there like the French offered to the Tories. They could also work with some of the countries where large numbers of immigrants are coming from, obviously not those that are war-torn etc.
