Probably, all kinds of weird shit used as an excuse for the housing crisis hoorah brigade , can't stand those programmes, the last one I saw was a mewp diesel platform converted to a folly, having worked with those on site they are very polluting. However if you have the time and money. A functional canal would've made more sense, I mean why not just swim in that? The guy must be a toker but it's kinda cool still, I know someone whole lives on a boat in a dry dock.
