As Jack R has it, a soft pap prog is someone who considers themselves progressive, and has been sucked into the divisive identity politics trap, thus betraying the cardinal lefty principle of solidarity to stroke their ego over futile side quests. Or something.

Saddam Hussein's spokesman during the Iraq war, he would daily make wildly inaccurate prouncements about how well the war was going for the Iraqi's. Each day steadly getting worse.
There was a famous scene, where one of his daily Baghdad press conferences had to be conducted from the car park because the electricity had been cut off by American bombing, Comical was pontificating about how well the war was going, how they were when an American tank appeared behind him.
