  • Because that would have required new legislation, rather than just a rewriting of the HC

    "You must" indicates a legal necessity, as opposed to "you should" which is merely guidance (that may be prejudicial in the event of an accident).

  • Yeah I get that but that's what I mean. Didn't it already say you should give priority to pedestrians crossing? What has changed?
