The theory, and I don't know how much of this is based on evidence, is that a lot of people with lifetime bans will ignore it and drive regardless because there isn't that carrot of being able to drive in the future that comes with a limited ban (and to get a lifetime ban there's a pretty good chance you're not a law-abiding driver).

Which is why we need all cars to be fitted with immobilizers unless you have inserted your biometrically linked multi pass, as demonstrated by Korben Dallas.
