I think with some padding on the edge of the bucket thing on front to stop scratches, you'd probably be alright as long as the load doesn't foul the bars you know. That's assuming I've got a rough idea of what the bike looks like from the illustration on the link above.
I used to do this sort of thing, strapped down with just inner tubes though so I'm probably not to be trusted in terms of what is and isn't a good idea. Obviously a flat bed would be a better bet if you can source one but in a pinch you might be able to make the council bike work.
