Retallick
I used to know a rider called Ken Retallick.
He was originally in the Harlequins CC and, I think, subsequently in the Bath Road Club. I remember riding with him in Surrey League events, although he is quite a few years my senior - I guess he would be approaching 90 by now.
I believe he did some coaching, and I would be surprised if your frame had no connection with Ken.
It looks a nice bit of kit. My guess is that it dates from the 1980's.
