I just think that parking spaces not 15m from where you’re going does not equal parking spaces are scarce.

What do you mean by 15m? Meters? Minutes? Miles?

Minutes. If you have to park 15mins from home or your destination, it just means the space is somewhere else; not that it doesn’t exist.

Ie it doesn’t equate to scarcity.
