Model first, base after. For some models I will do them separately, and glue together at the end, esp if it's a "fancy base".
Plus of model then base is complete base with some colours from the model on there (in the case of overspill from painting, drybrush, whatever) doesn't make much sense, whereas the other way round kind of links the model into the environment.

bases are a little treat for you to relax with at the end of the model
no more edges to worry about, no more shading, no remebering to pivo your elbow off your knee so you don't a shakey line
just slap the texture paint on, wash it with left over paints (every colour makes brown), little dry brush here, little dry brush there, got some on the model? that's grimdark baby! then a little bush to finish it all off
Just built a zombie army - still new to building/painting so going to spray a primer and give some time to think through the painting using contrast paints method.
One question - the minis are now attached to the bases, do people paint minis first or bases?
