I'm no apologist for the EA,
but,
when it comes to flooding alerts,
I would sooner the warning texts were sent to too many rather than too few people.
I thought the EA were working with Google to increase the granularity of their alerts. Your warning text suggests the EA are still working with catchments: 'anyone along the tidal Thames'.

Had my first flood warning via mobile, I live 3 miles from a dilapidated Thames Barrier.. no where near the map sent..
