I really doubt it.
I've only seen it wide spread in certain locations - Latin America and SA.
My OH had all her nice shampoo stolen in Lima, and her mobile stolen somewhere between Paraguay and EL Salvador. The phone was quite handy actually as it was ancient and the airline gave us a few hundred dollars which we splurged on a hotel stay in Panama City.
All locked bags. But as said a padlock is useless.

Seems plastic luggage wrap isn't going into room 101 but do suspect many are using it for vanity reasons, keep the LV scuff free.
