That looks like a practical joke more than anything--the drum isn't a permanent feature at the roundabout, so I suspect someone took it there and placed the car on it deliberately:

There's a rumour reproduced in a newspaper I won't link to that a local scrapyard owner suspected an employee of his of metal theft and arranged this as a 'revenge stunt'.
