Are you holding the wheel or is it resting on something? If the latter, make sure the axle and bearing aren’t resting on anything, only the hub shell. Also check you’ve removed all the bits from the axle side you’re hitting.
If still no dice, add wd40 or a penetrating oil to the bearings, let sit, then hit.
I've done both - holding and resting it on something that isn't covering the bearing/axle. It's not even close to moving and I'm hitting it with more force than I'm comfortable with. Might have to try the WD40 route.
