This is actually Cloudflare Warp which is part of the 1.1.1.1 service but white labelled and repackaged for Apple.
This is a solid hypothesis, as there could definitely be some interesting routing issues here as we're on Cloudflare too.
Could those who reported the issue all confirm if you're using the iCloud Private Network feature.
