Realistically you'll never see the money again and will also have to pay someone else to sort. But absolutely small claims it if you can afford to be shot of the court fees on top of any reparation work for someone else.
I feel the neighbours frowning should not even be on your radar of concerns after all this, but easy for us to say.
Real horror show.
I withheld my last 10% from my shit cowboy builders and in a letter with an album full of photos of their shit work and the damages it’s caused, asked for a further 20% back so someone could rectify it. Not had a reply in 3 weeks. Don’t know whether to chase, look into small claims court or what.
Super wet at the moment, so no surprise something they did - the bathroom extractor - let’s a load of water in. Quite high up so I can’t get up to have a look from the outside with a ladder. Want to get it sorted but not sure how.
Also glad I kept the stained glass window but that also now lets in water. Again, that’s going to be very difficult to fix now it is in and the neighbours aren’t fans of access.
