I might have misread the brief, but your OP sounds like you want bookshelves over ~70% of one wall to house lots of books in a room that will almost only be used to work in.
Imo your initial plan of the Billy bookcase hack is the right one. Black twinslot with nice looking shelves is another (potentially) cheaper option - but the lack of a sides, back and proper top is less practical than the Billy idea.
If it was for your living room housing a mix of items then investing in Vitsoe might make sense. But if you're looking for shelves to store your books then you want bookshelves. Going any other way seems like form over function.
