It's all subjective. Colours make me happy. I feel sad when I see an older place (pre early C20th) done entirely in white, but I'm sure plenty people would think my every-room-a-different-colour vibe fairly tasteless. Paint is also fairly cheap and easy. I don't really have 'good design choices' to showcase and I haven't done any work on the house, so paint it is.

I'm not talking about spending big money or 'design centric' stuff or whatever, just nice things. Thoughtful touches. Restraint. I refuse to believe that there are no good design touches in your house.

Totally disagree with this. I'd say that sometimes the choice of more 'interesting' or 'bold' colours is actually compensating for a lack of good design choices in the rest of the room.
As @dbr says white puts more focus on the floor and the content of the room. I think some people avoid white because their stuff can't stand the scrutiny.
Also 'complex'/'clever' colour choices often look awful, or at least are VERY subjective/personal.
Don't get me wrong I don't like the place @chrisbmx116 posted, it's too white, too cold and the flooring is horrid. Lots of white and poor choice of materials is a bad combo.
