    By any normal interpretation*, the order of the regulation says you can use an authorised prototype which is of a design which is close to a final commercial product, but one designed especially for the attainment of a particular performance will not be authorised. All the equipment suppliers know that the regulations are going to be ignored, which is why the marketing departments loudly trumpet that this frame/skinsuit/helmet/sock has been designed specifically to achieve the record.
    If they wanted to pretend they were trying to comply with the regulations, they could get the prototype authorised as a pre-production example of the commercial pursuit frame they were definitely going to bring to market within a year, and it's entirely coincidental that their most prominent test and evaluation rider happened to use it for a record attempt.

    *UCI has no clue how to do "normal"
