Socially progressive in this context would mean wanting to progress away from the social norms of the, say, 1950s and towards a more gender equal society with plenty of tolerance towards gays, trans, immigrants etc. Having gay friends and dating someone from another ethnic group doesn't automatically make you favour govt intervention.

I think the stated intent (personal freedom) is probably similar, but what that means in practice is very different because libertarianism leans towards a rugged individualism (dog eat dog) whereas progressivism might claim to be for voluntary but collective action.
