If the Highway Code says "MUST not", it's illegal and there will be relevant law(s) about not doing that thing. If it says "SHOULD not", it's just advisory.

Is parking in a passing place an offence?
Could be;
HC156 "Do not park in passing places" is an example under HC144 You MUST NOT...drive without reasonable consideration for other road users. RTA1988(amended) Section3 offence:
If a person drives a mechanically propelled vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or place, he is guilty of an offence

It’s said in the Highway Code that you absolutely shouldn’t do it.
But I can’t find anything online saying whether you can actually get done for it?
To be clear, if you park in a passing place, you are a weapons grade cunt.
