Partly memory too, if you forget to tap out you get charged for the furthest you could've gone that day. Plus the hiviz folks who scan your card mid journey then hit you with £100 fine if you had forgotten to tap in. Yes it can catch the piss takers but also penalises forgetful / absent minded folks. I have to carry my card in my hand so as not to forget.
I also know of people who never tap in or out & only pay the fines to the hi viz folks as it is cheaper in the long run.

I'm starting to hate tap-in tap-out journey payment on open (unbarriered) platforms. Either put a barrier there to force the tap or let folks travel for nowt.
