If ‘racing in the company of other challengers is tolerated’ he’s not doing anything wrong is he?

Maybe but tolerated means disliked. And if your racing for a top place you need to be above repute. Also at the top of the page it says solo.

I emailed them to ask as it is ambiguous. But again, if you're racing for a time don't be great.
