chili seeds germinate fairly well, it happens more quickly if it's warm, could try putting them on the radiator next time

definitely, do it now, keep the healthiest-looking one, rip out the other(s).
your glasses look fairly small for plants like this, a (one) chili plant will do ok with this little room / soil, with the tomato I wouldn't get my hopes up too much (it will grow, but it will need a lot of water later, so you might end up watering the little glass 3 times a day : )keep us posted 👍
