As long as the dogs are fed and have shelter, I doubt they will do anything
Yeah we came up against this when we were worried about a neighbours puppy that was being put out onto some dangerous steps every morning at around 6am. The poor thing would bark and howl and we were genuinely worried it would break its neck trying to get down the stairs. We spoke with our behaviourist who has worked with several charities and as you say there's little they will do unless there's clear evidence of neglect or cruelty.
From a noise perspective i will speak with my partner about it. She's an acoustic engineer and does a lot of sound surveys. It's not small equipment to lug around and she's just started at a new company (so borrowing could be tricky) but she might have some advice on how best to record and report.
It could put the dogs at risk but there is always the dangerous dogs card. If they're in the garden and there's a chance they could escape (fence under 4-5 foot?) the council might take you a lot more seriously.

Thanks, that’s really helpful. I’m trying to separate 1) worry about the dogs’ welfare, 2) the noise nuisance and c) the fact that he’s an utter arsehole. I’m sure demonstrating cruelty will be difficult, given how low the bar is.

If anybody here is in the Marple/Stockport area, our beloved dog walker Lizzie has left London and is starting a new dog walking and boarding business up there.
I can't recommend her enough. Otto is still pining for her three months after she left.

Was your dog reactive when you started the classes?

Yes. He still is in some circumstances but he also goes to day care and home boarding and manages to behave.
Dog’s Trust wanted to see him before hand so they could assess whether he was going to be a problem.
It was very much a class full of reactive problem dogs, which made us feel loads better. They put screens up between the dogs for the first few sessions.

Ah thank you. I'd ruled this out as an option for Daisy, it felt like "dog that gets overexcited around other dogs in an area with other dogs" wasn't going to be a good idea but really encouraging to hear it can work. We've been struggling a little since the housr move, we encounter so few dogs in a workable space that the right reaction is rare and things aren't really progressing.

Sorry to hear that. We also spent some time working with a behaviourist which was really helpful. It’s definitely worth looking at if you can afford the time and money.
We’ve just accepted there’s lots of situations our dog won’t enjoy so minimise his contact with them. I wouldn’t go into a park where there’s lots of dogs off leases for example.

Update on Luna's nervousness walking on busy roads. I ditched the Halti as it was making the problem worse - it gave me more control, but just gave her something else to be worried about. I've just continued to practice and reward her good lead walking on quiet roads and gradually increase the busy routes.
I've been using a longish busy road (Loughborough Road, for those who know Brixton) , but with wide pavements and not too many pedestrians, which has helped to desensitise her to the traffic and allowed us to work on stopping each time the lead goes tight, without getting under other people's feet. It's also helped me to understand which vehicles most bother her - buses, dust carts and - ironically - bikes.
We're both still very much learning to manage her nerves in this situation, but we've made a lot of progress in the last week or so. As with most things with your dog, patience and hard work will eventually be rewarded. Thank you to @DethBeard for helpful suggestions.
