Is the Barbour waxed storm hood an improvement over the regular ones in terms of functionality?

How about waxing it yourself? You can do it with a bar of wax and an iron. Allegedly.

They're both waxed, the "storm" one has a different brim / a bit more ways of adjusting the fit - wondering whether it does actually do much in real life use.
