Well, it's a modal Philter*, not pedestrianisation. Buses, emergency vehicles, pedal cycles, and drivers who are or who are with a Blue Badge holder can all go through in the daytime.
* There's another one at the Cat & Mutton Bridge south of Broadway Market. The variant spelling is a nod to the Mayor of Hackney. :)
