I can't recall my loads not being stable with racks attached to the forks to be frank.
I road an Orbea bike once that had the basket welded to the frame; that felt super weird to me.
I prefer the load to be on the frame, I really don’t like the way a bike feels when the load is on the fork. I don’t like way it pulls the steering around. I wouldn’t get on with a Crust fork, for example.
