Yes, it's really something we should ask David to add to the rules in the OP.

Ah, it wasn't an attempt at humour, I was just tired and didn't read properly. I think it could be edited to be clearer, though.

Old tag isn't taken until the new tag is posted (post them at the same time)

I think that would be better as 'old tag is open until the new tag is posted'.
